Party supplies are purchased at a terminal in the upstairs bar of the Silver Coast Casino. Shepard can then return to the Sun Coast Strip area of the Citadel, and once again be able to access his private terminal there, invite characters up, and roam the strip.
The morning after the party Shepard can once again roam the Strip, interacting with people, and taking advantage of the various activities offered, but his private terminal will not be available until he returns to the Normandy (using the rapid transit found just outside the Tiberius Towers doors), which cues a cut scene that is the real wrap-up of the DLC story. Before having Glyph start the party Shepard may visit the various businesses on the Strip, interact with various characters, and invite various people up to the apartment. Once invitations are sent, and Glyph has been told what style of party Shepard desire, the party starts and cannot be stopped.
